On May 17, the Minister of Industry and Geology of the Sakha (Yakutia) Republic Mr. Andrey Panov held a working session to discuss the RNG activity in the territory of the Republic. The meeting brought together the Minister of Investment & Enterprise of the Republic Mr. Anton Safronov, representatives of the Ministry of Economy and the Ministry of Finance of the Sakha (Yakutia) Republic, as well as Mr. Ivan Menshikov, General Director of RNG, and other representatives of RNG.
In the Sakha (Yakutia) Republic, RNG is engaged in subsoil area development within the Eastern Blocks of Srednebotuobinskoe oil and gas condensate field. At present, recoverable oil reserves of 42 mln tons are registered in the State Register within the limits of the license, which is confirmed by the current reserves estimate. The development drilling is carried out by two drilling rigs. The construction of production facilities for oil treatment (1.29 mln tons of annual oil production) enters its final phase.
At present, staff number of RNG is about 1.3 thousand employees, including 200 employees from the local community.
Since 2013, eight cooperation agreements have been entered into with municipal entities and communities of the Republic which imply overall payments of more than 3 million rubles per year, used for the development of the public health system, support of child pre-school institutions and the social infrastructure. During 2016, the Republican Khapsagay Wrestling Tournament in Syuldyukar settlement, the school leaving party and the 1st September holiday in secondary school No. 9 named after Lonkunov in Tas-Yuryakh settlement, as well as Ysyakh festival were organized and held with the support of the community.
In addition to direct agreements on cooperation, RNG actively participates in the life of the local community. This participation includes construction of the bridge across the river Tas-Yuryakh, providing for the yearround transportation from Tas-Yuryakh settlement to the federal road Lensk – Mirny, topographic survey of the road network, and repairs of the catch-water drains. Since January 2017, the participation of RNG also has enabled to ensure the necessary volume of drinking water for the citizens of Tas-Yuryakh settlement and social objects.
Mr. Ivan Menshikov has noted that currently the development within the area of the Eastern Blocks of Srednebotuobinskoe OGCF is in the second stage of the project’s implementation. The field seismic activities have been finalized, the development wells’ drilling has been started, and the infrastructure of oil treatment and transportation is in the process of development. Start of commercial oil production is scheduled for the 4th quarter of 2018.
In 2018, a solid domestic and industrial waste burial ground will start its operation within the license area of RNG. It is contemplated that it will also accept the relevant waste from the citizens of the settlement. These measures will enable to eliminate unauthorized disposal field on the bank of the Tas-Yuryakh river.
The development prospects of RNG for 2018-2022 include development, exploration, and production in the Eastern Blocks of Srednebotuobinskoe OGCF, South Syuldyukar, Monulakh, Murbay, Betinchin, Verhnemarhachan, Tokkinsky license areas in the territory of the Sakha (Yakutia) Republic. According to the information of the revenue office website, the implementation of all the promising projects will enable to increase the regional budget revenues from personal income tax, property tax, as well as corporate income tax.
